TAKE NOTICE that the City of Bayonne, 630 Avenue C, Bayonne, New Jersey 07002 (hereinafter referred to in this notice and the various submission documents as the “Client/Owner,” “City of Bayonne” and/or “City”) is seeking proposals from Professional Services providers (hereinafter referred to in this notice and the various submission documents as the “respondent,” “provider,” “contractor,” “submitting party,” “applicant,” “vendor,” “service provider,” and/or “professional service provider”) for the following professional services in accordance with the “fair and open” contracting process as defined in the New Jersey Local Unit Pay to Play Law (N.J.S.A. 19:44A-20.4 et seq.):

SPECIAL PROJECTS ENGINEER

The City desires to appoint one or more Special Project Engineers with meaningful experience in providing professional, project-based, municipal engineering services for urban municipalities. Services to be provided may include, but may not be limited to surveying, design, procurement support, project management, and close-out of capital projects undertaken by the city and/or in partnership with other public entities, or private entities (as situations may dictate).

At a minimum, the responding firm or entity shall:
1. Have at least ten (10) years’ experience managing public entity capital projects including improvements to roadway systems, stormwater systems, sanitary sewer systems, combined storm water and sanitary systems, parks infrastructure, playgrounds, waterfront infrastructure, pedestrian infrastructure, and to public buildings and grounds (broadly).
2. Provide at least five (5) municipal capital project examples completed within the past two (2) years with scopes similar to those enumerated above. For each example project, the firm shall provide a brief project summary, the date services were performed, dollar value of the project, identify the owner, and include the name and phone number of the owner’s representative.
3. List past and present municipal or government authorities represented.
4. Obtain the solicitation package and complete and return the sealed submission form and enclosures by the due date set forth in this notice.
