TAKE NOTICE that the City of Bayonne, 630 Avenue C, Bayonne, New Jersey 07002 (hereinafter referred to in this notice and the various submission documents as the “Client/Owner,” “City of Bayonne” and/or “City”) is seeking proposals from Professional Services providers (hereinafter referred to in this notice and the various submission documents as the “respondent,” “provider,” “contractor,” “submitting party,” “applicant,” “vendor,” “service provider,” and/or “professional service provider”) for the following professional services in accordance with the “fair and open” contracting process as defined in the New Jersey Local Unit Pay to Play Law (N.J.S.A. 19:44A-20.4 et seq.):

EXPERT GENERAL REAL ESTATE APPRAISER

The City desires to appoint an Expert General Real Estate Appraiser to participate in the analysis, review and appraisal of property values for various purposes including but not limited to the evaluation and defense of municipal tax appeals.

At a minimum, the responding firm or entity shall:
1. Be a licensed general real estate appraiser in the State of New Jersey for a period of not less than five (5) years preceding the proposed appointment, and eligible to appear before all state and federal courts in New Jersey, as well as New Jersey County Tax Boards and administrative agencies.
2. Have a minimum of five (5) years’ experience in assisting and advising municipal governments with respect to the analysis, review and appraisal of property values in the context of evaluation and defending municipal tax appeals and/or the prosecution of counterclaims (affirmative cases).
3. Have at least five (5) years’ experience testifying as an expert before both county boards of taxation and in the State Tax Court and provide a listing of New Jersey State Tax Court cases in which they have testified in the past year along with the name and contact information of the client for whom they appeared.
4. List past and present municipal or government authorities represented.
5. Obtain the solicitation package and complete and return the sealed submission form and enclosures by the due date set forth in this notice.
