TAKE NOTICE that the City of Bayonne, 630 Avenue C, Bayonne, New Jersey 07002 (hereinafter referred to in this notice and the various submission documents as the “Client/Owner,” “City of Bayonne” and/or “City”) is seeking proposals from Professional Services providers (hereinafter referred to in this notice and the various submission documents as the “respondent,” “provider,” “contractor,” “submitting party,” “applicant,” “vendor,” “service provider,” and/or “professional service provider”) for the following professional services in accordance with the “fair and open” contracting process as defined in the New Jersey Local Unit Pay to Play Law (N.J.S.A. 19:44A-20.4 et seq.):

HEALTH INSURANCE BROKER

The City desires to appoint an experienced insurance broker in support of its active employee and retiree health coverage programs. This shall not include property and casualty programs (risk management for non-health shall be covered under a separate contract/request for proposals). Key  expectations for the City’s health insurance broker shall be negotiating annual renewals of existing coverages, preparing all necessary bid specifications (if requested by City) and evaluating all bids received in connection with same, providing collective bargaining consulting (if necessary), attending meetings related thereto and/or providing analyses of proposed agreements, advising the City on any grievances pertaining to group insurance, providing the Business Administrator and Chief Financial Officer with reasonable preliminary renewal figures prior to and during the municipal budget process, providing state and federal legislative insurance updates, ensuring COBRA, HIPAA, Ch. 375 employer compliance, providing Ongoing Enrollment Addition/Termination Services, assisting in preparing documentation to comply with GASB 45, managing employee claims issues with the various service providers, including dental, conducting employee benefit education sessions, negotiating rate changes with service providers, Reviewing changes of service and recommend plan designs and changes, providing recommended cost projections for the alternative design of the City’s current benefits programs.

At a minimum, the responding firm or entity shall:
1. Have a minimum of ten (10) years’ experience in servicng group health insurance needs for municipalities and other public entities within New Jersey
2. Highlight the employees of your firm that would be assigned to the City of Bayonne, and provide a synopsis of their experience provsing service to municipal clients within New Jersey.
3. Provide a minimum of five (5) current municipalities within New Jersey as references for health and prescription insurance brokerage services. Lines of coverage for each reference must be included. Ancillary lines may also be included.
4. Describe the proposed management of the account as specifically as possible; the response must indicate that overall coordination of the account will be placed with an identified account manager. The individual’s functions should be clearly described and any support personnel or systems should also be identified, as possible, and their role defined.
5. Provide examples of recent success delivering lines of equal to or better coverage, while likewise deliving savings to the public entity; explain the scale of savings and method of application.
6. Be available to attend public meetings of City Council and internal meetings of the City administration on an as needed basis.
7. Obtain the solicitation package and complete and return the sealed submission form and enclosures by the due date set forth in this notice.
