TAKE NOTICE that the City of Bayonne, 630 Avenue C, Bayonne, New Jersey 07002 (hereinafter referred to in this notice and the various submission documents as the “Client/Owner,” “City of Bayonne” and/or “City”) is seeking proposals from Professional Services providers (hereinafter referred to in this notice and the various submission documents as the “respondent,” “provider,” “contractor,” “submitting party,” “applicant,” “vendor,” “service provider,” and/or “professional service provider”) for the following professional services in accordance with the “fair and open” contracting process as defined in the New Jersey Local Unit Pay to Play Law (N.J.S.A. 19:44A-20.4 et seq.):

GRANT WRITER AND GRANT MANAGEMENT CONSULTANT

The City desires to appoint a Grant Writer and Grant Management Consultant to assist in the application, processing, reporting, auditing, and exercising of federal, state, and local grants. Duties would include working with administration, particularly the finance functions of the City, to reconcile and organize previous grant awards which are in various levels of completion and compliance, assisting in the draw-down of grant funding previously awarded and payable to the City, coordinating spending plans for grant money from various sources, and keeping a record of grant awards and requirements.

At a minimum, the responding firm or entity shall:
1. Have at least five (5) years’ experience in the profession of grant writing.
2. Have the ability to attend internal and, as needed, public meetings of the City to coordinate and communicate grant strategy.
3. Successfully represent, as Grant Writer, at least five (5) public entities within a fifty (50) mile radius of the City; provide an example accounting of successful monetary awards within the entities of more than $500,000.
4. List past and present municipal or government authorities represented.
5. Obtain the solicitation package and complete and return the sealed submission form and enclosures by the due date set forth in this notice.
