TAKE NOTICE that the City of Bayonne, 630 Avenue C, Bayonne, New Jersey 07002 (hereinafter referred to in this notice and the various submission documents as the “Client/Owner,” “City of Bayonne” and/or “City”) is seeking proposals from Professional Services providers (hereinafter referred to in this notice and the various submission documents as the “respondent,” “provider,” “contractor,” “submitting party,” “applicant,” “vendor,” “service provider,” and/or “professional service provider”) for the following professional services in accordance with the “fair and open” contracting process as defined in the New Jersey Local Unit Pay to Play Law (N.J.S.A. 19:44A-20.4 et seq.):

GENERAL COUNSEL

The City desires to appoint an experienced attorney/firm to represent the City as its General Counsel. General Counsel shall serve as the chief legal authority for the City and shall coordinate legal strategy in furtherance of the sole interests of the City. General Counsel shall review all resolutions, ordinances, and contracts before the City Council, and shall serve as the chief legal advisor for the Mayor, Council, and City administration.

At a minimum, the responding firm or entity shall:
1. Have a minimum of fifteen (15) years’ experience representing the interests of New Jersey municipalities.
2. Identify the employees of your firm that proposed for assignment to the City of Bayonne and provide a synopsis of their experience providing legal service to municipal clients within New Jersey.
3. Provide a minimum of five (5) current municipalities within New Jersey as references to success in rendering general legal services.
4. Attend all regular and special meetings of the City Council.
5. Attend all regular and special meetings of boards, committees, and commissions of the city (as required).
6. Obtain the solicitation package and complete and return the sealed submission form and enclosures by the due date set forth in this notice.
