TAKE NOTICE that the City of Bayonne, 630 Avenue C, Bayonne, New Jersey 07002 (hereinafter referred to in this notice and the various submission documents as the “Client/Owner,” “City of Bayonne” and/or “City”) is seeking proposals from Professional Services providers (hereinafter referred to in this notice and the various submission documents as the “respondent,” “provider,” “contractor,” “submitting party,” “applicant,” “vendor,” “service provider,” and/or “professional service provider”) for the following professional services in accordance with the “fair and open” contracting process as defined in the New Jersey Local Unit Pay to Play Law (N.J.S.A. 19:44A-20.4 et seq.):

CONSULTING ENGINEER

The City desires to appoint one or more Consulting Engineers with meaningful experience in providing general, professional, consultative municipal engineering services for urban and waterfront municipalities. Services to be provided may include, but may not be limited to, the design, maintenance, permitting and construction administration for various projects sponsored and paid for by the City, or by private entities subject to city approvals funded by escrow.

At a minimum, the responding firm or entity shall:
1. Have experience with projects involving utilities (including municipal stormwater, sewer and water systems, inclusive of combined sewer systems), open space improvements (including passive and active recreation parks and waterfront promenades), road and streetscape improvements, bridges, waterfront infrastructure, flood resiliency infrastructure, ecological improvements (including wetlands, riparian zones and living shorelines, developer site plan reviews, redevelopment studies and planning, and traffic and transportation engineering.
2. Provide at least five (5) project examples completed within the past five (5) years with scopes similar to those enumerated above. For each project, the firm shall provide a brief project summary, the date services were performed, dollar value of the project, identify the owner, and include the name and phone number of the owner’s representative.
3. List past and present municipal or government authorities represented.
4. Obtain the solicitation package and complete and return the sealed submission form and enclosures by the due date set forth in this notice.
