BROADWAY SIDEWALK IMPROVEMENTS
Posted: 04/20/2026 - 01:55 PM Due By: 05/06/2026 - 11:00 AMNotice is hereby given that sealed proposals will be received by the City of Bayonne for the "BROADWAY SIDEWALK IMPROVEMENTS" and publicly opened and read aloud in the Room No. 13 Conference Room, City Hall, 630 Avenue C, Bayonne, New Jersey 07002 on Wednesday, May 6, 2026 at 11:00 AM, prevailing local time. IT IS RECOMMENDED THAT BIDS BE PRESENTED BY THE BIDDER OR AN AUTHORIZED REPRESENTATIVE AT THE ABOVE STATED TIME.
The project generally consists of the removal and replacement of existing sidewalk along Broadway from E. 5th Street to Cottage Street and from E. 18th Street to E. 22nd Street, as delineated on the contract drawings, including but not limited to Hot Mix Asphalt pavement repairs, installation of new concrete curbs, sidewalk and ADA compliant curb ramps and related work within the City of Bayonne, and all other associated work as contained in the Contract Documents or as ordered by the Engineer.
Instructions to Bidders, Specifications, and the Proposal Form may be examined by prospective bidders between 9 AM and 4 PM, prevailing time, at the Office of the Consulting Engineer c/o Center State Engineering at 481 Spotswood-Englishtown Rd, Monroe Township, NJ or at the office of the Purchasing Agent, 630 Avenue C, Bayonne, New Jersey during business hours. Documents may be secured electronically upon request by email to Bids@CenterStateEngineering.com. Hard copies may be obtained at the Office of the Consulting Engineer c/o Center State Engineering upon payment of $50.00 per set. No refunds will be made. Bid documents may be obtained until forty-eight (48) hours prior to the time set for the opening of the Bids.
Bid proposals in the Contract Documents shall be submitted in sealed envelopes addressed to the Purchasing Agent of Bayonne, the envelope shall have marked conspicuously on its face on the top right-hand side in letters not less than one inch the word “Public Bid” followed immediately below those words in letters not less than one half inch high: “BROADWAY SIDEWALK IMPROVEMENTS” and underneath that “To be received on Wednesday, May 6, 2026 at 11:00 AM”
If Bids are to be accepted by mail or courier, the Bids must be placed in an outer envelope, which on the top right-hand side shall clearly designate in the same manner as set forth above, the same size and information. The inner envelope shall have specifically placed in the center the same information as set forth above and on the bottom left-hand side the name and address of the Bidder.
All Bids delivered by mail or other postal service shall be addressed specifically to the Purchasing Agent of Bayonne and if delivered by a postal service shall be delivered to the office of the Purchasing Agent, Room 29, 630 Avenue C, Bayonne, New Jersey 07002 between the hours of 9:00 a.m. and 4:00 p.m. prior to the time set forth for the opening of the Bid and not earlier than 48 hours previous to the opening of the Bid.
Each bid must be accompanied by a certified check or cashier’s check in the amount of not less than ten (10%) percent of the Bid, but not more than $20,000.00, payable without any conditional endorsement as a guarantee that in case the contract is awarded to the bidder, he will within ten (10) days thereafter execute such contract and furnish satisfactory performance bond. Upon failure to do so he shall forfeit the deposit as liquidated damages and the acceptance of the bid will be contingent upon the fulfillment of this requirement by the bidder. No interest shall be allowed upon any such certified check or cashier’s check. A bid bond in the amount of ten (10%) percent of the bid, but not more than $20,000.00, may be substituted for certified check or cashier’s check. The bidder shall be required to comply with the requirements of N.J.S.A. 40A:11-21 and N.J.S.A. 40A:11-22. In addition, a Certificate (Consent of Surety) with Power of Attorney for full amount of bid price from a Surety Company authorized to do business in the State of New Jersey and that said Surety will furnish a Performance and Payment Bond for the full amount of the bid, in accordance with the bid specifications.
The City reserves the right to increase or decrease quantities specified in the manner designated in the Specifications. The City reserves the right to award this contract based on funds available.
All bidders are required to be registered with the New Jersey Department of Labor if they elect to bid public works projects. The bidder shall be required to comply with “The Public Works Contractor Registration Act” (N.J.S.A. 34:11-56.48), as identified in Section IB 10.15 Compliance with the Public Contractor Registration Act and in the Appendix of the Specifications and Contract Documents. All Contractors and Subcontractors working on prevailing wage projects, which have a public building component, must attach a certificate of registration from the Department of Labor, to all bids.
All bidders are required to submit “Proof of Business Registration” to the contracting agency if they elect to bid public works projects. Proof of business registration shall be a copy of a Business Registration Certificate issued by the Department of the Treasury, Division of Revenue. The bidder shall be required to comply with business registration provisions of N.J.S.A. 52:33- 44 (P.L. 2004, C.57), as identified in Section IB 10.16 Compliance with the New Jersey Business Registration Requirements and in the Appendix of the specifications and Contract Documents. All Contractors and Subcontractors working on public work projects must attach a Business Registration Certificate to all bids.
The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the laws of 1963, effective January 1, 1964.
During the performance of this Contract, the Contractor agrees to comply with the requirements of P.L. 1975, c.127 (N.J.A.C. 17:27), and N.J.S.A. 10:5-31 et seq., all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as amended with regard to worker and jobsite safety.
No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. The successful bidder will be required to furnish a surety company bond in the full amount of contract price indemnifying the City of Bayonne, New Jersey, for all proceedings, suits or actions of any kind of description and conditional for the faithful performance of the work. All bid security will be returned to all Bidders except the three (3) apparent lowest bidders within 10 working days after the opening of bids, and to the three (3) apparent lowest Bidders within three (3) working days after the successful Bidder has executed the Contract and his Contract security has been approved by the City.
The successful bidder will be required to fully comply with the applicable current “New Jersey Department of Transportation Standard Specifications for Road and Bridge Construction” if, and as amended or supplemented by the NJDOT Local Aid District Office.
The City reserves the right to reject any or all bids if in its opinion it is in the best interest to do so and to award the contract for any and/or all items.
