Special Needs Resource Day
Posted September 10, 2025Division of Recreation to welcome the Hudson County Prosecutor’s Office, and the Hudson County Department of Health and Human Services, to the Special Needs Resource Day at the Field of Dreams at 11th Street, on Saturday, October 11th, 2025.
- On Saturday, October 11th, from 11am to 2pm, families will have the opportunity to learn about Special Needs resources.
- The Resource Day is free and pre-registration is not required.
The Hudson County Prosecutors Office and the Hudson County Department of Health & Human Services will have information regarding their new program - The Hudson County’s Blue Envelope Program.
The program was coordinated by Hudson County Prosecutor’s Office Sergeant Megan Connell and Hudson County Mental Health Administrator Kayla Hanley (pictured).
Through the program, individuals are provided with a blue envelope to store personal identification to give to an officer during a law enforcement encounter, whether it be a traffic stop or a pedestrian in need of emergency assistance. The envelope provides law enforcement with immediate information about sensory disorders to reduce the likelihood of miscommunication.
Prior to launching the program, representatives from all Hudson County police departments were invited to participate in a training led by the North Jersey based nonprofit, Baker Street Cares. The training provided multiple strategies and communications examples for officers to use when in touch with individuals with sensory difficulties, including Autism Spectrum Disorder, non-verbal/communications disabilities, age-related issues, and more.
Blue Envelopes have been provided to all municipal police departments to distribute to their communities and include visual communication cards and emergency contact information.
The Resource Day will also include various activities for our Special Needs Community, for both children and adults, including:

On the Field there will be exciting wiffle ball matchups with the Bayonne Police Department playing the Bayonne Fire Department.
Also playing will be Bayonne teachers vs. Administration/Principals, City Hall Employees and Public Works AND our amazing PARENTS/GUARDIANS of Buddy Baseball!!
There will also be face painting, a pumpkin patch and pumpkin decorating for members of the Field of Dreams!
The playgrounds will be open as well as the Sonar Arch!
The day will finish with a LIP SYNC BATTLE.
