Travelers Urged to Use Mass Transit as Major Construction Currently Underway at John F. Kennedy International Airport; Motorists Should Allow Additional Travel Time

Lane Closures Planned This Week at the George Washington Bridge, Holland Tunnel, Lincoln Tunnel, Bayonne Bridge, Goethals Bridge and Outerbridge Crossing
 
For the dates of July 25 to 31, the Port Authority of New York and New Jersey encourages all travelers who use the agency’s facilities to plan ahead and consider additional travel time due to the lane closures or service changes detailed below. To view this advisory online, click here.
 
Air travelers should also note that due to construction underway for the $19 billion redevelopment of John F. Kennedy International Airport (JFK), motorists and anyone using for-hire vehicle services should plan ahead for delays or reroutes due to detours or closures of parts of the airport roadway network. Through Labor Day, AirTrain JFK single ride fare has been reduced by 50 percent to $4.25 to encourage the use of mass transit for access to or from JFK. Customers are strongly advised to use mass transit to and from the airport, such as MTA New York City Transit subway or buses, or MTA Long Island Rail Road — with 20-minute trains from Grand Central Terminal or Penn Station to the AirTrain JFK station at Jamaica.
 
For motorists, the Port Authority encourages the use of its free drop-off, pickup and waiting lot at the Lefferts Boulevard AirTrain JFK station, where passengers can easily connect to the free on-airport AirTrain for an eight-minute ride to airport terminals. These roadway changes are required to accommodate the work underway to transform JFK into a world-class global gateway with new terminals, local concessions, family-friendly amenities, and a best-in-class air travel experience. PATH: 
  • Due to ongoing switch issues at PATH’s Hoboken station, the following transportation options are available:
     
    • NY Waterway Ferry: PATH customers can purchase a discounted $3 NY Waterway ticket for service between the following terminals:
       
      • Hoboken/NJ TRANSIT terminal to Brookfield Place, from 6 a.m. to 10 a.m. and 3 p.m. to 7 p.m.
         
      • Hoboken/NJ TRANSIT terminal to Midtown/W. 39th St, from 6:55 a.m. to 9:35 a.m. and 4:18 p.m. to 7:30 p.m.
         
      • When boarding the ferry, activate your ferry ticket and show your PATH fare card (SmartLink or MetroCard) to the NY Waterway attendant. If you are a TAPP user, show the digital cross honoring pass found at the top of the Real-Time section of the RidePATH app. Click here for more information.
         
    • NJ TRANSIT commuter rail:
       
      • NJ TRANSIT is providing free cross-honoring for PATH riders between Secaucus Junction, Hoboken, and New York Penn Station during the system’s normal weekday operating hours.
         
    • Hudson-Bergen Light Rail:
       
      • NJ TRANSIT is providing free cross-honoring for PATH riders on the Hudson-Bergen Light Rail between Newport, Hoboken, and Exchange Place stations during the system’s normal weekday operating hours.
         
  • From 12:01 a.m. Saturday, July 26, to 11:59 p.m. Sunday, July 27, trains on the Journal Square-33 St via Hoboken line will operate every 20 minutes in both directions due to critical rail replacement and track stabilization work. Journal Square-bound service will include an additional stop at Exchange Place. During this time, PATH will run temporary supplemental service every 10 minutes between Hoboken and 33 St in both directions. Customers using that service who are traveling to Journal Square, Grove St, or Newport stations will need to transfer at Hoboken to a Journal Square-bound train.
     
  • During overnights from 11:59 p.m. to 5 a.m., the 9 St and 23 St stations are closed for maintenance. Customers can use the nearby Christopher St and 33 St stations.
     
  • Customers who use the PATH World Trade Center station during overnights should use the street level entrances at Fulton Street or Vesey Street via the North Concourse in the 2 World Trade Center transit lobby. Oculus access is limited overnight from 1 a.m. to 5 a.m. All other entrances will be closed. For updates on the WTC campus, click here.

AIRPORTS AND AIRTRAIN:
 
  • As a reminder, TSA no longer accepts state-issued identifications that are not REAL ID compliant at security checkpoints. Acceptable alternative forms of ID are listed on the TSA website for all airline passengers 18 years and older who do not have a compliant REAL ID at the time of travel. Passengers who do not yet have their REAL ID or another TSA acceptable form of ID can expect additional screening. Passports and Global Entry program cards are also accepted.   • To manage on-airport parking demand at Newark Liberty International Airport, LaGuardia Airport and John F. Kennedy International Airport, the Port Authority is urgently calling on air travelers to use mass transit and to pre-book parking spaces if they plan to travel to the airport by private car. Travelers who do not pre-book will be charged a peak period drive-up surcharge and may not be able to find a parking spot at the airport. To avoid paying a higher parking rate and guarantee a parking spot, travelers parking for longer than three hours are strongly encouraged to pre-book parking at least 24 hours in advance. John F. Kennedy International Airport:
 
  • Due to construction underway for the $19 billion redevelopment of John F.   • Through 12:01 a.m. Monday, Sept. 1, the AirTrain JFK single ride fare is reduced to $4.25 to encourage the use of mass transit for passengers traveling to and from John F. Kennedy International Airport during peak travel season. More details can be found here.
     
  • To avoid potential construction-related congestion at John F. Kennedy International Airport’s terminal frontages, motorists are encouraged to use the free drop-off and pickup lot at the on-airport AirTrain JFK’s Lefferts Boulevard station. There, passengers can easily connect to the free AirTrain for an eight-minute ride to airport terminals.
     
  • Terminal 1:
     
    • Until further notice, JFK Expressway is closed for customers traveling to/from Terminal 1. Drivers will be detoured with signage via local on-airport roads and should allow 10-15 minutes of additional travel time.
       
  • Terminal 4:
     
    • Until further notice, from 12 p.m. each afternoon to 2 a.m. the following morning, for-hire vehicle pickups at Terminal 4 have been relocated to the Lot 66 Ride App & Car Services Pickup location due to airport redevelopment construction. Passengers seeking for-hire vehicle service from Terminal 4 should take a free shuttle bus departing from the Terminal 4 arrivals level every 1-2 minutes to Lot 66 Ride App & Car Services Pickup. Passengers should order their for-hire vehicle ride no more than 5 minutes prior to arriving at the lot. An announcement will be made on the shuttle bus when the bus is 5 minutes from the lot. Passengers departing from Terminal 4 will continue to be dropped off at the Terminal 4 frontage. Signage is available to direct passengers to pick-up locations.
       
    • Until further notice, the ramp from the inbound JFK Expressway to JFK Terminal 4 is modified due to construction. Motorists arriving to Terminal 4 from the JFK Expressway will be rerouted to the Van Wyck Expressway for terminal access. Motorists should follow roadway signage and allow for 10-15 minutes of additional travel time. More details can be found here.
       
    • Until further notice, the ramp from the inbound Van Wyck Expressway to Terminal 4 arrivals is modified due to construction. Motorists arriving to Terminal 4 from the inbound Van Wyck Expressway will be directed to a dedicated exit immediately after the Terminal 4 departures exit. Motorists should follow roadway signage and should allow for 10-15 minutes of additional travel time. More details can be found here.
       
  • Terminal 5:
     
    • Until further notice, pickups for for-hire vehicles at John F. Kennedy International Airport’s Terminal 5 have been relocated to the Howard Beach Ride App & Car Services Lot due to airport redevelopment construction. Passengers leaving Terminal 5 or Terminal 7 who seek for-hire vehicle service to their final destinations should take AirTrain JFK to the Howard Beach station to the Howard Beach Ride App & Car Services Lot. The AirTrain is free for passengers exiting to the pickup lot. Passengers should order their ride when they arrive at the lot. Passengers whose flights will be departing from Terminal 5 or Terminal 7 will continue to be dropped off at the terminal frontage. Signage has been installed to direct passengers to pickup locations.
       
    • Until further notice, the taxi stand at John F. Kennedy International Airport’s Terminal 5 has been relocated to the ground level of Terminal 5’s Yellow Parking Garage. Passengers seeking taxi transportation from Terminal 5 are directed to the Yellow Garage via the skywalk on the fifth floor, where passengers may access the new taxi stand using elevators or stairs. Wayfinding signage has been installed along the pedestrian route.
       
    • Until further notice, parking on level 1 of John F. Kennedy International Airport’s Yellow Parking Lot at Terminal 5 is now dedicated for individuals with special needs or disabilities. All other vehicles must park on levels 2 to 6. Premium reserved parking is available on level 5, which is easily accessible to Terminal 5 via the pedestrian skywalk. Electric vehicle charging is available on level 2. Plan ahead by checking parking availability and booking a parking spot in advance.
       
  • Terminals 7 and 8:
     
    • Until further notice, the Terminal 7 Orange Garage will be closed due to construction. Terminal 7 customers are encouraged to use public transit or to pre-book parking in the Terminal 8 Red Garage at least 24 hours in advance.
       
    • Until further notice, pickups for for-hire vehicles at John F. Kennedy International Airport’s Terminal 7 have been relocated to the Howard Beach Ride App & Car Services Lot due to airport redevelopment construction. Passengers leaving Terminal 7 who seek for-hire vehicle service to their final destinations should take AirTrain JFK to the Howard Beach station to the Howard Beach Ride App & Car Services Lot. The AirTrain is free for passengers exiting to the pickup lot. Passengers should order their ride when they arrive at the lot. Motorists arriving to terminals 7 and 8 should follow detour signage to JFK Expressway via Federal Circle exit C. Customers should allow for 10-15 minutes of additional travel time.     • Until further notice, the taxi stand at Terminal 7 has been relocated to the departures level of the terminal. Passengers should follow signage to the exit leading to the departures level.
       
LaGuardia Airport:
 
  • LaGuardia Link Q70 bus service is fare free year-round to encourage the use of public transit to and from LaGuardia Airport, as announced in April 2022 by New York Gov. Kathy Hochul. Newark Liberty International Airport:
 
  • Passengers traveling through Newark Liberty should review their flight status before departing for the airport. For information on delays and cancellations, please visit FlightAware or the FAA’s website for details. 
     
  • As a reminder, all rental car companies serving Newark Liberty International Airport now operate out of the new consolidated rental car center that is co-located within the Parking A garage on levels 1 through 3. All rental transactions, including returns, take place at the new center. The facility is connected to Newark Liberty’s terminals B and C via AirTrain Newark, with a direct connection to Terminal A via a pedestrian bridge. Passengers exiting Terminal A can walk across the bridge to arrive on level two of the rental car facility. Drivers should follow “Rental Car Return” roadway signage. LANE CLOSURES:
 
George Washington Bridge:
  • From 5 a.m. Friday, July 25, to 5 a.m. Monday, July 28, the eastbound bus slip sidewalk and shoulder will be closed. Bus pickup and drop-off will be relocated to the east sidewalk at Center Avenue between Bruce Reynolds Boulevard and Bridge Plaza North.
     
  • On Friday, July 25, and again on Saturday, July 26, from 9 p.m. each night to 8 a.m. the following morning, all eastbound lanes on the lower level will be closed. New York-bound motorists can use the upper level.
     
  • On Friday, July 25, and again on Saturday, July 26, from 10 p.m. each night to 8 a.m. the following morning, one lane on the ramp from Park Avenue to the eastbound upper level will be closed.
     
  • On Friday, July 25, and again on Saturday, July 26, from 10 p.m. each night to 4 a.m. the following morning, three westbound lanes on the upper level will be closed.
     
  • On Saturday, July 26, and again on Sunday, July 27, from 1 a.m. to 4 a.m. each day, westbound Exit 73 toward Fletcher Avenue/Fort Lee will be closed. Motorists will be detoured to Exit 74 toward NJ Route 4.
     
  • On Saturday, July 26, and again on Sunday, July 27, from 4 a.m. to 10 a.m. each day, two westbound bridge departure lanes on the upper level will be closed.
     
  • On Saturday, July 26, and again on Sunday, July 27, from 4 a.m. to 10 a.m. each day, all lanes on the ramp from the westbound upper level to the northbound Palisades Interstate Parkway will be closed. Motorists can use the lower level.
     
  • On Saturday, July 26, and again on Sunday, July 27, from 4 a.m. to 4:20 a.m. each day, traffic will be held for all westbound lanes on the westbound upper level.
     
  • From Monday, July 28, through Friday, Aug. 1, from 8:30 a.m. to 2:30 p.m. each day, one westbound lane on the lower level will be closed.
     
  • On Monday, July 28, from 9 a.m. to 2 p.m., one lane on the ramp from the northbound Henry Hudson Parkway to westbound lanes on the upper level will be closed.
     
  • On Monday, July 28, from 9 a.m. to 2:30 p.m., one lane on the ramp from the westbound upper level to Riverside Drive will be closed.
     
  • From Monday, July 28, through Friday, Aug. 1, from 10 a.m. to 4:30 p.m. each day, one eastbound lane on the upper level will be closed.

  • From Monday, July 28, through Thursday, July 31, from 10 p.m. each night to 5 a.m. the following morning, one lane on the ramp from Park Avenue to eastbound lanes on the upper level will be closed.
     
  • From Monday, July 28, through Thursday, July 31, from 10 p.m. each night to 5 a.m. the following morning, three eastbound lanes on the upper level will be closed.
     
  • On Monday, July 28, and again on Tuesday, July 29, from 10 p.m. each night to 5 a.m. the following morning, one eastbound lane on Lemoine Avenue will be closed between Bruce Reynolds Boulevard and Bridge Plaza North.

  • On Wednesday, July 30, and again on Thursday, July 31, from 10 p.m. each night to 5 a.m. the following morning, one eastbound bus slip lane will be closed.
     
  • On Wednesday, July 30, and again on Thursday, July 31, from 10 p.m. each night to 5 a.m. the following morning, two westbound lanes on the upper level will be closed. New Jersey-bound motorists can use the lower level.
     
  • On Thursday, July 31, from 8:30 a.m. to 2:30 p.m., one lane on the ramp from the westbound lower level Trans-Manhattan Expressway to the southbound Henry Hudson Parkway will be closed.
     
  • From 10 p.m. Thursday, July 31, to 5 a.m. Friday, Aug. 1, one southbound lane and one northbound lane on Fort Washington Avenue will be closed between 178th Street and 179th Street.
     
Holland Tunnel:
  • From Sunday, July 27, through Thursday, July 31, from 11 p.m. each night to 5 a.m. the following morning, one eastbound lane will be closed.
     
  • From Sunday, July 27, through Thursday, July 31, from 11:30 p.m. each night to 5:30 a.m. the following morning, one westbound lane will be closed.
     
  • From 11 p.m. Monday, July 28, to 5 a.m. Tuesday, July 29, the Marin Boulevard entrance will be closed.  New York-bound motorists will be detoured with signage to enter the New York-bound tube at the open toll lanes.  
     
Lincoln Tunnel:
  • On Saturday, July 26, from 1 a.m. to 8 a.m., the north tube will be closed. New York-bound traffic in the south tube and New Jersey-bound traffic in the center tube will not be affected.
     
  • On Sunday, July 27, from 12:01 a.m. to 9 a.m., the north tube will be closed. New York-bound traffic in the south tube and New Jersey-bound traffic in the center tube will not be affected.
     
  • On Monday, July 28, from 12:01 a.m. to 5 a.m., the south tube will be closed. New York-bound traffic in the center tube and New Jersey-bound traffic in the north tube will not be affected.
     
  • On Monday, July 28, and again on Tuesday, July 29, from 11 p.m. each night to 5 a.m. the following morning, the center tube will be closed. New York-bound traffic in the south tube and New Jersey-bound traffic in the north tube will not be affected.
     
  • On Wednesday, July 30, and again on Thursday, July 31, from 11 p.m. each night to 5 a.m. the following morning, the north tube will be closed. New York-bound traffic in the south tube and New Jersey-bound traffic in the center tube will not be affected.
     
Bayonne Bridge:
  • From 11:59 p.m. Friday, July 25, to 8 a.m. Saturday, July 26, the northbound right lane and shared use path will be closed.
     
  • From Monday, July 28, through Thursday, July 31, from 10 p.m. each night to 5 a.m. the following morning, the northbound right lane and the shared use path will be closed.
     
Goethals Bridge:
  • From Sunday, July 27, through Thursday, July 31, from 9 p.m. each night to 5 a.m. the following morning, the westbound left lane will be closed.
     
Outerbridge Crossing:
  • On Wednesday, July 30, and again on Thursday, July 31, from 10 p.m. each night to 5 a.m. the following morning, one eastbound right lane will be closed
