Divisions
Planning Division
Urban Planning is an imperative facet of development for municipalities to focus on when building for the future, and the Planning Division is dedicated to shaping Bayonne’s future through comprehensive land use and urban-design strategies. We collaborate with residents, businesses, and developers to create plans that balance growth, sustainability, and community needs. Our division is responsible for long-term planning initiatives, review, and approval of master plans (the last examined in 2017) and guiding the city’s vision for its neighborhoods and public spaces.
Zoning Division
The City of Bayonne is divided into nineteen (19) zoning districts each with its own particular requirements such as area, yard and building including front, rear and side yard setbacks, lot coverage, habitable floor area and structure height. Bayonne’s Zoning Officers perform all duties required by the Municipal Land Use Law of New Jersey and the ordinances of the City of Bayonne relative to the development and use of land. All Zoning inquiries should be directed to the Zoning Officers. The Zoning Office is the first stop for anyone seeking permits to do construction or make alterations of any kind.
Some construction permits, specifically those which involve changes to the exterior of a property such as additions, new home construction, fences, pools, decks, sheds, garages, additions, and driveways or carports require a zoning review before issue. Before opening a business, home professional occupation or installing any type of sign you must first obtain a zoning permit. The homeowner or applicant will be required to submit a Zoning Permit Application to the Zoning Office so that they can review the project for compliance with the Zoning Ordinance. All applications are submitted to our Building Department in Room 18A.
To determine the requirements and limitations that apply in a particular zoning district, the homeowner or applicant may view the zoning map and ordinances online (Link to Chapter 35 of Bayonne ordinance) and begin the discussion with the Zoning Officers.
Development Division
Development plays a crucial role in driving both economic growth and community development throughout Bayonne. We manage public and private development projects of all scales, ensuring they align with the city’s strategic goals and serve the best interests of our residents. Our team evaluates proposals, facilitates project approvals, and coordinates with other city agencies to streamline processes and support high-impact initiatives. Beyond economic development, we are focused on fostering vibrant communities by enhancing public spaces, improving infrastructure, and supporting projects that elevate the city’s livability and long-term resilience.
Short Term Rental Division
Nestled in the New York Harbor, Bayonne is a potential setting for property owners to host temporary visitors. In the coming months, Bayonne will allow for Short Term Rentals per city ordinance. Our goal is to strike a balance between supporting economic opportunities for property owners and maintaining the integrity and character of our neighborhoods. We enforce city ordinances related to short-term rentals, provide guidance on compliance through inspection, and ensure that these rentals operate safely and responsibly. By closely monitoring the impact of short-term rentals on the community, we will work to preserve housing affordability and minimize disruptions, while fostering a positive environment for both residents and visitors alike.
